San José City College offers two certificates and an associate in science in Air Conditioning and Refrigeration Technology. The 32-unit Certificate of Achievement Level 3 in the 2026–2027 catalog covers air conditioning and refrigeration principles, intermediate air conditioning, refrigeration service, hydronics and air distribution, and air conditioning control systems. It also includes an introduction to facilities maintenance and a dedicated EPA Section 608 refrigerant recovery certification course. At California's $46-per-unit enrollment fee, the certificate costs California residents roughly $1,500 in enrollment fees before campus fees. That matters in a region where the San Francisco–Oakland–Fremont metro paid HVAC technicians a median of $86,540 in May 2025.
License Requirements in California
California requires HVAC contractors to hold a C-20 HVAC Contractor License issued by the CSLB. Technicians working under a licensed contractor do not need their own license, but EPA 608 certification is required by federal law to handle refrigerants. California also enforces Title 24 energy efficiency standards — HVAC techs need to be familiar with these requirements.
